Can't view certain .mil websites

I've been having a problem viewing certian websites with the .mil extensions
(for example http://www.cool.us.army.mil) not all but some. I get the whole
page cannot be displayed message including :
Some sites require 128-bit connection security. Click the Help menu and then
click About Internet Explorer to determine what strength security you have
installed.
If you are trying to reach a secure site, make sure your Security settings
can support it. Click the Tools menu, and then click Internet Options. On the
Advanced tab, scroll to the Security section and check settings for SSL 2.0,
SSL 3.0, TLS 1.0, PCT 1.0.

I've tried saving the security certificates given at the army knowlege
online site and to be honest I'm at a lost, any information/leads that can be
given to help solve this problem would be appreciated

I get this

The system detected an Unresolved Host Name while attempting to retrieve the
URL: http://www.cool.us.army.mil/.

for http://www.cool.us.army.mil

Sorry, I made a mistake with the website address. It's
http://www.cool.army.mil. And maybe I should give more information about my
computer. I'm running windows xp, with version 6.0 of internet explorer with
SP2 installed. So far this problem has only been with certain military sites,
that are supposed to be public access. Again I'm stumped and any help would
be appreciated.

That one I get.
I can't see anything on the page to explain why you can't see it. The page
does use a lot of JavaScript, so you might want to check your Security
settings for scripting.

I went through my settings to see if there's anything out of place in the
scripting and everything seems to be enabled. I'm really at a loss and would
appreciate any suggestions and/or devine intervention

The problem is that the symptom you are working with isn't specific
enough to imply one solution.

Back up and try to simulate your problem in steps.
1. does nslookup for that site work? What do you see?
2. does telnet 80 for that site work? What do you see?
3. Etc.

Alternatively, do you have another browser which can access that site
more reliably?
