Can't use Welcome Screen or Fast User Switching

For some reason, whenever I login I don't see the Welcome Screen. A small
window simply appears asking for my username and password. Now, I can still
login with this but I'd like to have the Welcome Screen. I went to the
Control Panel and then went to User Accounts. However, once I click on
"Change the way users log on or off" a window pops up stating: "A recently
installed program has disabled the Welcome Screen and Fast User Switching.
To restore these features, you must uninstall the program. The following
file name might help you identify the program that made the change:
vrlogon.dll." Then I searched vrlogon.dll, but I have no idea what that is
or what program it is part of. What should I do?

Searching for vrlogon.dll, Fingerprint reader?

I checked the website but the description of how to solve the problem is
kinda ambiguous. It says: "Windows logon settings for the ThinkPad
fingerprint software are located in "Logon settings" under "Settings". Within
the ThinkPad fingerprint software, un-check "Replace Windows logon with
fingerprint-protected logon". Completely shutdown and power back on the
ThinkPad system so the changes take effect. When the ThinkPad reboots, the
User Accounts information can be accessed without this error occurring." The
things is, how do I get to "settings" in the first place? What settings are
they talking about?

The solution described in the article applies to Lenovo ThinkPad series of
notebooks. If yours isn't so, ignore the article. If it is so, locate the
ThinkPad fingerprint software, likely from the Start Menu, open it and
follow the article by unchecking "Replace windows logon...etc."
