Can't uninstall .net framework v.1.0.3705

My .Net has become corrupted and I want to reinstall.
Going through add/remove programs does not work. Tried
manual uninstall per microsoft KB 320112 but cannot
uninstall by right-clicking windows installer file. It
says this patch package cannot be opened. Any ideas?
