Can't Uninstall a program

I was working to fix a problem and uninstalled my music
editing/burning program, Cakewalk Pyro 2004.
While fixing the problem I used System Restore to go back
to a day prior to the uninstalling of the program. Now,
most of the program and its shortcuts have also been
restored but it will not function properly.
I have tried to uninstall again but I get an error.
The program is listed in Add/Remove Programs, but it
will NOT uninstall because the "install.log" is missing.

How do I uninstall the remnants of this program?
Or
Can I reinstall over whats left?
 
First reinstall the program this will fix the "install.log"
then uninstall thru control panel
