Can't suhtdown or restart without turning off power

I can't restart or shutdown without turning off the power. What is the
problem and how can I fix it?

Thanks for the reply Ron, but I tried some of the fixes and nothing worked.

Here is how it goes:
I go to "turn off computer" and select restart. I get a quick flash on the
screen and then I am back to where I was. I have to actually have to turn off
the power and then power up again to operate.

Something is is wrong and I need some help to try and fix it. What do I do?

Immediately after that happens open Event Viewer (right-click "My
Computer", select Manage and then go to the Event Viewer category).

Browse through each of the sub-categories looking for any events
recorded as a result of your attempted shutdown. Double-click on an
event entry to see the details of that event. It will probably be a
yellow warning or red error event that you are looking for. Post the
event details back here if you need further assistance.

Yellow warning, user 32, id:1073 NT authority\system, attempt to reboot
failed
File-user32.dll

What is my next step?

It looks like user32.dll may be at least part of the problem.

Open a Command Prompt window (Start - Run - CMD) and enter the
following command:

SFC /SCANNOW

This will require a reboot, which hopefully will work under this
program control. It may also require your Windows XP installation
CD.

Tried that. I am asked for the Windows XP Pro SP2disk. Can't do that. I am
running Windows XP Home.

What is the next try?

Did you try inserting your XP Home CD?

That is unusual for XP to get mixed up on the edition name.

Right-click on "My Computer" and select Properties. What does it say
there for your Windows XP edition - Home or Pro?
(WinKey+Pause will get you to the same place)

I have a machine that's got this problem and attempted to run SFC/SCANNOW, it
immediately asked for the XP Pro SP2 CD. I don't have the SP2 on a CD, I
have it on the network, and all it is is an executable.

I tried putting in my XP with SP2 disk and it didn't like it probably
because it's a different version???

Is there a different extension of SFC that I can run that doesn't have this
requirement that might help me accomplish what I need to do? There's
SFC/SCANONCE....
