Change mice.
Your scrollwheel/scrollwheel button may be broken.

If cordless mouse, reset/resync mouse. Button on bottom of receiver and tiny
button on bottom of mouse.
Make sure no noise producing devices are near mouse receiver.

I am using a wireless mouse. None of the keys are stuck down. The only time
the screen scrolls down is when the mouse is connected otherwise it is still
but of course I can't do anything because of no mouse. Anybody have further
ideas please?

Use a different mouse.

Same result?

I got a new mouse for £4 (about 6 dollars) and all is sorted! Thank you very
much.

Hi idwia i have had the same problem for a month now i have a wirless
microsoft keyboard and mouse i could not do any thing the mouse was dropped
and i thought it was broken i swapped the mouse and it seemed to be ok the
came back with the new mouse - i scaned with anti spyware , virus and
microsoft malware remaval from the microsoft web found no problems - i looked
at my key board and saw no keys sticking hower decided to remove the page
down key and the arrow down this fixed the problem I haven't put the buttons
back yet - I hope this might help as I know how frustrating and difficult it
is cheers

Yes of course. This seems to be the answer. However I have already bought a
new mouse which is working fine, but thanks anyway.
