Can't start XP from safe mode

I've hit a dreaded blue screen with a 0x7b stop message.
The system will not start is safe mode, with or without a
command prompt. I'm almost sure the problem is a driver
that was installed to work with my writable DVD-ROM
drive, but I can't get XP to boot so I can uninstall.
Any suggestions?
 
I have tried last good configuration and I just get an
error message
