Can't start Server service

Using Windows 2000 Professional with SP4.

I can't start this important service from the Services window:
Service name: lanmanserver
Display Name: Server
Description: Provides RPC support and file, print, and named pipe sharing.
Path to executable: C:\WINNT\System32\services.exe

A warning dialog window pops up:
Microsoft Management Console
Could not start the Server service on Local Computer
Error 2: The system cannot find the file specified

I see the following description in the Event Viewer:
The server service was unable to load the server driver.

The services.exe file is there, and is 92,944 bytes in size.
What other file is it looking for?

I've tried re-installing SP4 to fix the above problem.
Is my only recourse to do an in-place upgrade of Windows 2000?

Control Panel|Network|"connection"|Properties|General and check the box for
"File and Printer Sharing for........."

The box is checked.
But I don't have a tab named "Sharing" when I do a "Properties" on a folder.
i.e. I can't share folders, and I think the service got messed up somehow.
