can't shutdown completely

My computer won't shut down properly. I get the saving settings followed by
windows is shutting down. Then both lights on hard drive go out but tower
fan continues to run and monitor won't turn off. I have to hold in the
on/off button for about five seconds in order to completely shut down
everything. However, if I attempt to reboot, instead of shut down, then
everything goes as above except my monitor will shut off, but the fan
continues to run and system never reboots. I have been told that there
could be a conflict with XP Pro and my Soundblaster Live Value card? This
has been going on for almost a year now. Can anyone help? Please?
