can't shut down computer from start button

Please help- I have just installed Windows xp and now I
can not turn computer off from the start tab or even
restart it. I am NOT a computer person so keep it really
simple for me

I can't thank you enough!
 
It would help if you provide more info about what you mean by "can not turn
computer off" -- what precisely happens when you try?
 
Okay, when I go to start, turn off computer, click on turn
off nothing happens and the same applies to restart. I
have to hit the button on tower to shut if off.
