Can't Share Files Over Network

the host computer can get files from the client pc, but
the client can't get files from the host. when the client
pc trys it says:

\\Smellae is not accessible. You may not have permission
to use this network resource. Contact the administrator
of this server to find out if you have access
permissions.

Logon failure: the user has not been granted the
requested logon type at this computer.

smellae is the name of the host computer and MS-MVP
said "To go to Administrative Tools and open the Local
Security Policy. Expand 'User Rights Assignment' in the
left panel and Double click on "Access this computer from
the network." Then i put the client computer on their and
it says: Failed to save Local Policy Database.

Check whether the default "IPC$" share exists on the server(\\Smellae) which you are trying to access
