Can't share all users files

I have 3 computers networked via a DLink router.
All computers are on Windows XP Pro.
On some user accounts I am unable to get file sharing to function even
though the computer says that file sharing is enable.
Also, I understand there is a way to limit permissions for file sharing but
that does not seem to be an option on any of these systems or user accounts.

1. How can I get file sharing working on all user accounts?
2. Is there a way to set permissions for each folder?

With XP Pro, you have to disable Simple File Sharing, so you can identify
shares, users, and levels of access. With Simple File Sharing, you have 2
decisions, which apply to all users accessing the share:
# Share the folder (or not).
# If shared, make it read-write, or read-only.
