Can't set Internet Explorer Maintenance

I am running a Windows 2000 domain, but I can't set Internet Explorer
Maintenance in Group Policies. Whenever I load the inetcorp.adm admin
template, and try to access it, I get the message "The inetcorp.adm file is
not for Windows 2000". What am I missing here, any ideas?
