Can't send messages out with outlook 2002 xp. Any suggestions?

I can't send any messages out with my outlook. I have contacted my isp and
evrything in my e-mail is set up correctly. Outlook finds my outgoing server,
but the server does not answer. Can anyone help me figure out how to fix this
problem?
