See http://www.postmaster.aol.com/imap/express.html

You need to change your outgoing port from 25 to 587 on the advanced tab of
your accounts properties.

I tried changing the outgoing port to 587 and all my outgoing mail is still
sitting in my outbox - just will not send

I have checked that the smtp is correct - I am not getting any error message
just goes through th esend & receive process but only receives mail does not
send.

Either delete the messages sitting in the Outbox folder, or move them
to the Drafts folder.

Next, make sure that email scanning in your antivirus is turned off.
Email scanning in any antivirus should be disabled, for reasons
explained here:
http://thundercloud.net/infoave/tutorials/email-scanning/index.htm

Try sending again. If no improvement, delete that mail account,
restart Windows Mail, then recreate the account.

If still no improvement, upgrade to Windows Live Mail:
