Can't Send Emails

Are you certain you have downloaded and installed Windows Live Mail?
What does it say when you go to Help, About...

Yes Gary, I have installed Windows Live Mail 4 times just to make sure, but
it still won't work.

How to get Web-based e-mail on your Windows Vista desktop
You may have tried to link Windows Mail to a Hotmail, MSN Mail, or other
e-mail account via HTTP forwarding. That's no longer supported in Windows
Mail ( here's why). But you can use Windows Live Mail for accessing
HTTP-based e-mail accounts in Windows Vista.

This is what I have done.

There's a possibility that when you installed Windows Live Mail (not the
only program with the abbreviation WLM), it was unable to hide Windows
Mail as thoroughly as it normally does when you install it, so you may
still be using Windows Mail even though you think you aren't. Many
programs will make it clearer which version of which program you are
using if you click Tools, then something starting with About.

Somehow you are getting the two email programs mixed up.
In the 14 months I have worked with WLM users, I have never
heard of it refusing to set up a Hotmail account.
