can't send email on ms office outlook

Transferred from juno dial-up to comcast digital cable and now my ms outlook
will receive mail but not receive it. I never had this proble with my dial
up service. Comcast consultant says its a ms software problem. I updated my
ms office software, still cannot send email. It locks up in outbox.
 
have you confirmed the proper outbound SMTP server in your Outlook settings?
(i would think so since you talked to comcast)

What Outlook version?
In account settings there is a button where you can test the settings. Does
it work from there?
