Can't Send Email, but can receive in Outlook Express

I am getting a time out message, and at times I get an
error code: 0x800CCC60 SMTP_RESPONSE_ERROR
Invalid response.


I can receive messages just fine. My firewall and virus
check software was disabled, and that didn't work either.

This was all working fine yesterday, and today all this
happened.

If anyone has an idea, please feel free to email me.

I had this happen to me last month when I updated a bunch of things with Office and Windows and McAfee. I could receive but not send as well. I ended up deleting my firewall software and it worked. I can still use my virus scan. I use comcast as well. It turns out it was a problem with McAfee but I haven't had a chance to fix the problem with my firewall. I have a backup. I also deleted my .Net software which was contributing to the problem.
