This often happens when your path to the outgoing email server goes
through another internet provider's equipment before it gets there,
especially if the connection goes to port 25, since such connections
are often blocked to cause trouble for spammers.

One way to get around the problem is to have two email accounts
instead of one, and always send to the outgoing email server of
the internet provider you are using at the moment.

Another is to ask your email provider if their outgoing email server
listens to any other port other than port 25 for outgoing email. If
so, ask for their instructions for using the other port. If they
haven't written such instructions for Windows Mail yet, use their
instructions for Outlook Express but under Windows Mail
instead.
