can't send e-mails since getting cox internet

I just had Cox high-speed internet installed, and can no longer send e-mails using my msn account. the error message is:

The connection to the server has failed. Account: 'microsoft mail', Server: 'smtp.email.msn.com', Protocol: SMTP, Port: 25, Secure(SSL): No, Socket Error: 10060, Error Number: 0x800CCC0E

I receive the error whether I'm connected via modem to msn or via Cox. I deleted & re-entered the account a couple of times, no change. Sending via Cox works fine, but this is a laptop I use regularly on business travel, so I'd like to have my msn e-mail working as well. Any help would be appreciated

Cox in Rhode Island requires that you use the cox
outgoing mail servers and do not allow external outgoing
mail server use. Here you must configure the outgoing
mail server as pop.east.cox.net

Thanks for looking.

Not only can't I send the e-mail when hooked up via the cable modem, I can't do it when using dial-up to access MSN. The computer is a laptop used regularly when I travel. I can send via hotmail, but it's a pain to have to get in and out of programs.
