Can't select text and delete with backspace or replace with text

Someone has messed up the settings for Word, and I can't figure out how to
fix it. I should be able to select text with the mouse then hit backspace to
delete the selected text, or type new text over the selected text. How do I
fix this problem?

Tools > Options > Edit > "Typing replaces selection".
