Can't see backgrounds or font colors

When I open a webpage the only colors I can see are a white background and
black font. I can see pictures though. An example is when I go to my email
and hilight one message I can't see the color of the high light anymore.
Then if I go to my blog which I know has a color background and blue font all
I see is a white background and black font. If I get on a different computer
I can see all the color on my page and blue font. I made sure that colors
haven't been blocked by going to the internet option page and I have done
every other thing that the automated help sites have said to do. I think
something is actually missing from my computer, perhaps deleted on accident
or something. Does anyone know what I am talking about and how to fix it?

Did you check Control Panel | Display Properties | Appearance | Advanced and
see what is set for Selected Items as the background color?
That is the color used to hilite text.

Also check Control Panel | Internet Options and click on the Color button
bottom left button on General tab.
