Created a setup disk to use on a 98SE laptop. Ran it and
rebooted, then ran the wizard but it doesn't finish
configuring the computer for networking. Get the "Please
wait..." and it is in an endless process. I have
ctrl+alt+del.
Any suggestions, I really like to enable file and printer
sharing between an XP and 98SE machines.

I know the feeling.
I had the same experience.
I just waited while the Setup program executed on the 98
machine. Eventually it worked.
How are you interconnecting the machines USB or LAN
(Ethernet Adapters)? If the latter, cross-over cable must
be used.
One of the key steps I had to take was to stop the
firewall on the connection between the two machines.
I also found that the internet must be connected to the
XP machine while establishing the connection between the
two machines.
in my case I do not use passwords on the XP.

There's no need to run XP's Network Setup Wizard. You can make the
necessary settings manually. Go to Control Panel | Network and:

1. Install these network components if they're not already present:
a. Client for Microsoft Networks
b. TCP/IP
c. File and Printer Sharing for Microsoft Networks

2. Un-install these components if they're present:
a. IPX/SPX protocol
b. NetBEUI protocol
c. Client for Netware networks

3. Configure the local area network connection's TCP/IP properties to
obtain an IP address automatically.

4. Click the Identification tab and specify the computer name,
computer description, and workgroup name. XP's default workgroup name
is MSHOME.

Reboot, then right click and share any desired printers, disks, and
folders.
