Can't retrieve e-mail using outlook express

I get this message off and on during the week. My internet provider hasn't
been able to help.

Your server has unexpectedly terminated the connection. Possible causes for
this include server problems, network problems, or a long period of
inactivity. Account: 'pop.east.cox.net', Server: 'pop.east.cox.net',
Protocol: POP3, Port: 110, Secure(SSL): No, Socket Error: 10053, Error
Number: 0x800CCC0F

What do I have to do to get rid of it? I am properly connected. Any ideas?
Thank you very much.

Have you checked your ISPs website for possible outages?
