Can't restore down a page that is maximized

When I try to restore down a page that is maximized it just barely moves
and I have to drag the sides in to make it smaller. Anyone had this problem
and how may I fix it if you have? Any help will be greatly appreciated.
Windows XP Home OS.

After you have resized the window to the size you want it, just hold the
Control Key down when you exit. The next time the window is opened it should
"remember" this last setting.
