Can't Resolve Web Site From Network

Hello,
I have a very bizarre problem and don't know what else to try here.
I cannot resolve a certain web site from inside my companies network
but have no problem with others. I can resolve this site from outside
the network on both versions 6 and 7. I have tried bother IE 6 and 7
internally as well, but with no success. The error I'm getting is the
following:

HTTP 400 - Bad Request
Internet Explorer

There are no firewall rules in place to prevent this and I have set
all IE security options to LOW.

Any suggestions would be greatly appreciated,

Is a proxy involved? That could be a symptom of using HTTP 1.0
when a site expects only HTTP 1.1 I think the default for HTTP
through a proxy is still HTTP 1.0. Hint: change this in
Options, Advanced tab, HTTP 1.1 settings section.

No. Not limited to one PC, same result on all PC's.

No Proxy server is being used.
You know, something else has just occured to me. We changed internet
providers around a month or so and it effected our smtp setting in
veritas as it stopped sending verification messages. It seems that no
matter what SMTP server and port I enter, it just won't send out those
messages anymore.
