Cant remove folder, why?

I've got XP multi media edition

On my C: drive I've got a folder i created months ago and now i want to
remove it (C:\Pictures\Bkup) but using explorer i cant delete it, trying to
gives a dialog with the message
Cannot remove folder Bkup. The directory is not empty


So, i double click on it to go in to it to see whats there:
c:\Pictures\Bkup is not accessible.
Access is denied
<OK>

right click on Bkup -> Properties
Read Only is "Gray Checked"
OK, i clear it
" Select-> apply changes to this folder, subfolders and files"
click <OK>
Read only clears

go back to step 1 and try to delete and the same sequence
Folder wont delete, Read only is gray checked etc

Explorer shows me as the owner and no attributes in the attributes column.

I reboot: same scenario - no change.

I am an administrator on this machine and am logged in as such.

What is going on?
