Can't receive but can send. It says operation failed?

My computer crashed last fall so I reinstalled the Windows XP software that
came with my Dell Dimension 4400. Since then when I use Outlook it will send
but can't receive. When I click Send/Receive, a message came back:
"Operation Failed" but gives no reason etc. I use Outlook Express that works
OK but prefer to use Outlook. I set up Outlook exactly as I had before the
crash but nothing seems to work. Does anyone have any suggestions or
experienced this also?
 
When you use the Test Account Settings option, what is the complete error
message you receive?
