Can't Open

I'm not sure if this is the right forum to get the help that I need but I
will start here and you can tell me where to go if this is not the right
one.
Here is my problem. It started with NAV(Norton's Anti-Virus) I was getting a
msg the the LiveUpdate could not read the virus file because it might be
corrupted so I uninstalled and reinstalled NAV 2003. During the install it
had a problem registering LiveUpdate and it would not be available for this
product. Anyway I continued the install, it seemed to install ok but when I
tried to stary the program it would not start. I double clicked on the ICON
and nothing happened.One of the fixes was to update the Register. I tried to
open the register with START > RUN > regedit. nothing happened it would not
start. then I tried MSCONFIG same thing - click ok and nothing happens. I
don't know what to do now and would like any help that I can get. I sent a
message to Symantec but have not received an answer yet so I am trying here
now..

Try going into safe mode (tap f8 while booting up)
Try doing a full virus scan and applying your fixes via regedit / msconfig
from there
