Cant open Win Explorer or Internet Explorer.

When ever i double click any folder on my desktop or my
computer or try to open Internet Explorer i get an error
message.

[ An error has occurred in Internet Explorer. ]
[ Internet Explorer will now close. ]
[ ]
[ If you continue to experience problems, ]
[ Please restart your computer. ]

So i cant access any files or folders on my computer.
Luckily i use MSN explorer for internet or else i wouldnt
be able to post this.

Ive tried restarting comp of course, no help, and ive
tried Windows update and downloaded files all night long
and that didnt help either.
