can't open web pages

Although I can ping yahoo.com, I cannot open web pages in Internet Explorer
6, on Windows 98. With the help of a Qwest technician, I have tweeked every
possible setting in internet options, and rebooted the computer many times.
When Windows fires up, there is a box with “Idctup20†in the title bar,
with the message “This program has performed an illegal operation and will be
shut down. If the problem persists, contact the program vendorâ€
Under that there is another box with “Error Starting Program†in the
title bar, and the message “A required .DLL file, MSASN1.DLL, was not foundâ€
After I close the first box, I have to click on OK on the second box 4
times before it goes away. I don’t know if these error messages are related
to the problem opening web pages. All the other applications work fine as far
as I can tell.
Any ideas?

I believe I am having somewhat of the same problem. I have also done
everything possible to access the internet, however I cannot - I can get
connected but that is it. I have two computers - I thought I could just
download the latest version of internet explorer and transfer it to my other
computer to fix any problems however that is not working either.

Any suggestions out there from anyone??
