Can't open task manager

When I right click on the task bar the task manager option
is grayed out so I can't open it. I am running as
administrator and I still can't get it to open. If I hit
ctrl>alt>del a message appears saying task manager was
turned of by the administrator and I never did ??????

I have the same problem. Gateway tech support suggested
doing a restore back to a date when I knew task manager
was ok or doing a Repair Installation of Windows XP. I
have done neither because I am hoping for an easier
solution.
