Can't Open "Regedt.exe"

I recently purchased a used Compaq laptop that had Windows
2000 already installed. I need to run "Regedt.exe"
or "Regedt32.exe" but I get an error message "regedt.exe"
has been disabled by your administrator (I am the current
administrator). How do I reset this?

Run gpedit.msc to bring up local Group Policy. Navigate to user
configuration/administrative templates/system and disable setting for "disable
registry editing tools". You may also want to see if anything else is configured in
any of the other settings while you are there. --- Steve
 
It is regedit.exe, not regedt.exe.

Are you logging on locally? If so, are you logging on under a username
that is in the Administrators group, like the Administrator username?

Are you logging in on a domain? If so, you probably don't have full
admin privileges to the local machine. You need to logon locally.
