Can't open or save attachment

My colleague's pc which is Window XP home edition, can't open or save
any attachment in Outlook Express. When click that attachement icon, I
can see the file name but the link is disabled. But, when I go to
Option>Security and unchecked "Do not allow attachments to be saved or
opened that could potentially be a virus." under virus protection, that
pc can open or save attachment. I wonder why. It is not a particular
file but all attachment. The file is confirmed no virus because scan
already.
