Can't open My computer, control panel, or IE (use netscape)

Anytime I try to open any of these or random other things like windows
explorer, the taskbar at the bottom of the screen disapears, followed by all
the desktop icons.All processes that were open when I tried to open my
computer stay running, just visually things disappear to the desktop
background. Then after a fewa seconds, both the taskbar and desktop icons
come back, but whatever I tried to load never comes, like I never even tried
to open it.

This is major annoying, Ive run Adaware twice, Spybot S+D, Stinger looking
for something, can't fix it.

Please help!
 
Well ever since i started getting the problem, the application event log
shows a lot of "winlogon" with this:

Event Type: Information
Event Source: Winlogon
Event Category: None
Event ID: 1002
Date: 8/18/2006
Time: 7:16:28 PM
User: N/A
Computer: CHRIS-SSUG1I61R
Description:
The shell stopped unexpectedly and Explorer.exe was restarted.

Some questions you have to answer :
What have you done before it happens ?
Have you installed codecs ?
have you change the antivirus configuration ?
have you installed updates from winupdate ? which ones ?
