can't open link in outlook 2003 e-mail

I get links in my e-mails that Outlook 2003 won't let me open. It says
contact administrator. I'm the administrator. How do I change the setting
that will allow me to open links in Outlook 2003 e-mail that was sent to me?

What is the exact error message? If it's "This operation has been cancelled
due to restrictions in effect on this computer. Please contact your system
