Can't open files Word 2003

I am getting the following message. "You are attempting to open a file that
was created in an earlier version of Microsoft Office. The file type is
blocked from opening in this version by your registry policy settings."

How do I change the policy settings? I need to access information that is
very important to me. Please give explicit instructions. Thank you for any
help.
