Can't Open file: XXXX. The file may not exist, you may not have...

I am trying to open an .OFT form one of the web pages by providing a link to
the .OFT form stored on the server. For some users, the form is opening and
working fine. But for some users the following error is coming.

Can't Open file: C:\Documents and Settings\<<user profile>>\Local
Settings\templorary Internet Files\<<OFT Form.oft>>. The file may not exist,
you may not have permission to open it, or it may be open in another program.
Right-click the folder that contains the file, and them click Properties to
check your permissions for the folder.

I am wondering whether i am missing any settings while saving the file, or
how to fix this problem on the client machines.

Please could help me in resolving the issue.

Can those users open an .oft file from their local drive? If not, check the file association settings in WIndows Explorer.
