cant open encrypted files/folders after fomating

My system crash and had to reinstall windows XP after
formating. Unfortunatly some of my files/folders in my 2nd
partition had been encrypted and i had also not backed up
my certificate entries.

Is it possible to restore the encrypted files

I also came to know that there is an utility of microsoft
called as RECCERTS.EXE certificate recovery utility.Where
can i possibly download it from....

If you don't have the key, consider the files as trash! You will never be
able to access them again.

If you did not back-up the appropriate keys before formatting, the
data is effectively gone.
It is to late to make the keys.
