Cant open email links in Outlook 2003

When trying to open links in emails I get the following "This operation has
been cancelled due to restrictions in effect on this computer. Please contact
system administator" Every thing was o.k. until yesterday and then this just
started happening. I am the only user on the computer
 
Reset your websettings and try again;
Control Panel-> Internet Options-> tab Programs
