Can't open any applications

Today when I turned on my computer all of my shortcuts
have stopped working. I tried bypassing them by going
stright to the exe filr but get this error for both.

Cannot find the file '"file exe"' (or one of its
components). make sure the path and filename are correct
and that all required libraries are available.

I can however open the program if I open a file associated
with that program. I also cannot open anything in my
control pannel except user options. Can someone please
help. Thanks in advance
