can't open ACCESS2003 database due to error 3197

Online help sez I need to update database security. How can I do that if the
ACCESS2003 database won't open due to error 3197 ( MS Jet engine stopped due
to you and another user trying to access...) There is only one use of
database.

in the folder where the access application is stored, do you have a .ldb
file? if so delete it and check if error still persists.
