Can't open a shared database

Our database is located on a shared server. It was recently moved to this
new server and now only one person can open it at a time. I checked the
settings and it is set up for "shared" mode, but it will not open for more
than one person at a time.

All users must have read, write, create and delete permissions on the server
folder where the file resides.

They do have access to the folder. Each person is able to open the database
but only if no one else is in it already. The folder is set up as shared and
so is the database but for some reason we can't have it open at the same
time. I am not referring to making formatting changes. I know that if I
were making a formatting change that they can't open it. This is merely data
input...still only one person at a time can use it.

A single person needs only read/write permissions on a folder to be able to
open/use an Access database contained in it.
However, if more than one person wants to use it simultaneously, all users
must also have create and delete permissions on that folder.
It is quite common for network administrators to remove those privileges; I
suggest checking with yours.
