Can't merge excel cells

The protection of the cells is turned off, but I still
can't merge any of the cells. There is a check in the merge
cell check box, but it's grayed out.

If the cells you want to merge have any previously merged cells as part of the
range you will see the greyed-out check. Just click on it once to un-grey it.

Are you trying to merge many cells on different rows?
If so you will have to do each row one at a time. In
otherwords, if you are trying to murge A - E, but on row 1
only need A-D, you will have to murge A-E to make it the
same size at the below row. This might cause you to loose
some information.

If in CELL 1E you have information you do not want to
loose, you can first cut and past it elsewhaere. Then
murge 1A-1E.
