Can't logon to web sites

I have a new 32-bit Vista Premium system. Have been have lots of issues with
it. First one day the system couldn't load the DVD driver. I did a system
restore to a time I know it was working. Once I did that I couldn't log on
to any website including getting to windows update. However, I could read
other website. Norton is installed and the system is virus free. Any
suggestion of what could be wrong. I'm on the verge of just reinstalling.

First port of call is to uninstall Norton. Don't just do it from
Control Panel but download the removal utility from Nortons website.
