Can't Load Desktop

I have an HP laptop which will not load the desktop. When I start it up,
Windows loads just fine, gives me the login screen as usual, but won't load
the desktop.

I can do a Ctrl-Alt-Del and see all of the tasks running as usual. However,
explorer.exe is NOT running. If I do a File / New Task command and try to
run explorer.exe, I receive an error telling me that "Windows cannot access
the specified device ... you may not have appropriate permissions"

I've tried Last Known Good Configuration, and Safe Mode too, but nothing
works.

Can anyone tell me how to fix this?

I know. put my long thin shaft up your nose and try to snort the jizum out.
 
At start up,tap the F8 key,select safe mode,enter xp as administrator,open
task mgr,new task,type:cmd In cmd type:Sfc /Scannow Install xp cd,exit
the info page.When its thru,type:CHKDSK C: /F Agree,type:EXIT Restart pc,
remove xp cd.
