Can't launch internet/web link within email

When attempting to launch an internet/web link from within an Outlook 2003
email, I get a dialog box saying somehting like "Action canceled due to
restrictions on this computer. Contact your system administrator." The
problem is that this is my home computer connected only to a home network and
I'm the administrator! Can anybody help me fix this?
