Cant install manually downloaded Windows XP update files due to error

Windows Update will not work automatically for me on XP home, giving error about active X and administrator rights
I am logged in as an admin, I have tried many workarounds relating to lowering security settings on IE6 etc. all to no avail - but

I think the real problem is more sinsiter, because if I bypass auto update and download the update files manually, when I try to install the any of the updates I downloaded manually I get the following error, after the setup wizards trys to inspect current configuration

KB828741 Set up Error :- Setup could not verify the integrity of the file Update.inf. Make sure the Cryptographic service is running on this compute

Now I have checked services, and the cryptographic serve is running, I have renamed the Catroot2 folder as suggested in a tech support doc, and even re-associated the Cryptographic DLL's as suggested, but still the same problem. I think it's because of something that may have been done in the registry when I was trying to fix an MSN Explorer issue (teach me to play around in there!

Any help would be greatly appreciate
