Can't get to system restore

Ok, I am unable to connect to the internet. I have called my internet
provider and they suggest a system restore. Now, I know how to get to system
restore, but it won't let me get there. I am logged on as administrator, but
still no SR. Everytime I click on SR, nothing pops up. I don't get a message
box or anything. I can't even get where I can turn it on and off. There is no
system restore tab in system properties.

Can anyone give me any help?

Try running the following command from Start>Run:

%SystemRoot%\System32\restore\rstrui.exe

What, if any message(s) do you see?
 
I tried running the command and I am still getting nothing. There are no
messages coming up at all.

Go to Start - Run and type regedit then press enter.

Navigate to the following registry Key.

HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows
NT\SystemRestore

In the right pane, right click on each of these Value Keys and select
delete.

"DisableSR"
"DisableConfig"

Close Regedit. Right click on My Computer and select the System
Restore tab. A reboot may be necessary.

If the above doesn't fix the issue, there's a registry edit at Kelly's
Korner.

Look on line 278 left side.

These steps, and registry fix are also known to repair the inability
to enable System Restore after it has been turned off.
Note: There is a good possibility this was caused by malware/virus
