Can't get pst black screen, can't format?

Sorry to repeat but a previous response did not work, we tried removing,
through the device manager, our display device and getting the newest driver
but the black screen keeps coming back. I'm real curious why we can not
format/install windows I can't get past the first screen, I insert the cd,
boot, divers are installed then the window that gives three options;
continue, restore or
exit. No keys work at this point, all we can do is manually shut down at
this point.

I don't recognise "continue, restore,exit" Why don't you boot from a
Win XP CD.

You mgiht want to try a ps2 keyboard isntead of usb.

Or, check the BIOS recognises USB in DOS, and flash the BIOS 'cos some
- usually old versions of - BIOSes don't support usb properly.

Last time I saw a screen go blank during normal operation, was a faulty
IDE connector. So, 'HDD problems appeared'.
 
We did boot from the Win XP CD and could get no further than the
installation page.

you can get into safe mode, that is significant. it indicates that it's
a windows problem rather than a hdd problem. (though i wouldn't rule
out hdd)

Booting off the CD should get a screen like

It says Press ENTER to setup
Press R to repair (recovery console)
F3 to quit

It's v. unclear where your screen is coming from. If you don't even
get a blue win xp setup screen, then you are nto booting off the win xp
correctly.

tell the bios to boot from cd.
 
When we boot from the CD we do get to a blue screen that says, "Press ENTER
to setup, Press R to repair (recovery console), F3 to quit." But that's as
far as we can get, no key commands work, all I can do is manually shutdown
at this point. I've tried both CD drives, same thing.

try a ps2 keyboard instead of a usb one. they work early on without you
having to tweak or flash the bios.
Though i'd have thought they'd all work by that stage.

Try USB keybs and ps2 ones. diff keybs too.

if it's not recognising key presses, it looks like you gotta find what
it causing you keyboard problems
